This library is located within the Special West Chelsea District, which was re-zoned in 2005 to increase density around the High Line. The building footprint is on the west side of the High Line with a max FAR of 10 and allowable building height of 290ft. The east side must be made into an at-grade public plaza with stair and elevator access to the park. The library functions as an extension of the High Line. A ramp continues off the elevated park to a raised, public green space. The internal circulation weaves vertically through the floor plates, mirroring the meandering nature of the High Line below.
